The future of any industry depends on the on-going scientific activities. It is true for the shipbuilding industry, too. Today, it exists due to scientific and engineer traditions of the Soviet period. And there is practically no groundwork for the future.
Usually, the strongest Russian shipbuilding institutes are those located in large “marine” cities. For example, the Central Research Institute of Shipbuilding Technologies in Saint-Petersburg. In the same city, many design offices, institutes and scientific organizations are located. But the majority of the works performed are the compromise between actual needs of the industry and the need for survival in the competitive environment.
The hope for improvement is attributed to the Federal Target Program for the Civil Marine Equipment for the Period of 2009-2016, the Federal Target Program for the Developing of the Marine Equipment until 2016, and the Strategy of Development of the Shipbuilding Industry for the Period until 2020.
