The main feature distinguishing a shipbuilding facility from other enterprises of the industry consists in present ability of complete ship assembly, installing all its equipment, and, if necessary, production of separate units and components. Besides, being a full circle enterprise, the facility is more independent.

Owing to the specific character, shipbuilding facilities are located near seas and on rivers. It is preferable to place facilities not far from operational locations of vessels under construction. But today it is not always possible. For example, refrigerated freighters are constructed at southern shipbuilding facilities while being operated in the Far East and North.

Special government programs are elaborated toward support of the national shipbuilding. For example, the Strategy of Development of the Shipbuilding Industry for the Period until 2020 and further. The governmental interest to the industry makes us optimistic. However, the influence of the world economic crisis requires amend strategic plans.
