More on ship-repair enterprises

First ship repair workshops, manufactories and, later, plants came to Russia in the end of XVIII – middle of XIX. They were located without any well-thought plan. They were organized and operating independently, and the principal factor for selecting their location was availability of ice-drift protected water area necessary for wintering.

Today in Russia, there are about two hundred enterprises occupied in the ship building and repair sector, and one fourth of them is located in the Northwest Region.

At ship repair enterprises, various activities are performed such as damage repair and prevention, docking, fault finding, renovation and retrofit of ships. These enterprises may comprise own water areas, berths, lifting facilities, custom shops and others.

Classes of ship repair enterprises are listed below.

Ship repair plants are fully equipped industrial facilities possessing various shops, lifting facilities, water area for holding anchorage and so on. There, complete ship servicing, retrofit, docking, hull and major unit repair are performed. Maintenance and repair of exported ships are often performed in the producer country which brings extraordinary income to ship repair plants.

At ship repair plants, all kinds of repairs are fulfilled: scheduled (running, interim and overhaul) and unscheduled (crash recovery, warranty repair).

Manufacture workshops of ship repair plants are usually located in close proximity to sea and river water areas.

Rather common are integrated enterprises represented by shipbuilding and ship-repair or ship-repair and mechanical plants. The former are full equipped ship-repair enterprises with reserve capacities for low-volume small ship construction or separate unit manufacturing. A ship-repair and mechanical plant proposes additional multi-profile blank production shops – forging, log-sectioning, drying, and so on.

Ship-repair workshops differ from plants in level of equipment and, correspondingly, list of works performed. The main difference is that there are no ship-lifting equipment workshops at these enterprises while other shops (woodworking, hull operations, machine assembly and so on) are available. Besides, workshops can be floating. There, running, minor and interim repair are performed.

By definition, repair-operational fleet bases (ROFB) are linked to a certain fleet and provide its operation. In each specific case, this can be a small enterprise with baseline ship-maintenance equipment or a full-scale ship-repair enterprise ensuring performance of wide range of works.

Current Situation

There were over thirty ship-repair plants in the USSR, and now in Russia, there are only 15. These are 240 thousand square meters of shops, 14.5 km of ship-repair berths, ship-lifting, process and handling equipment. All leading plants comply with ISO 9001.

Russian ship-repair plants maintain domestic commercial fleet as well as navy and FSB frontier service ships. Some enterprises master construction of auxiliary vessels (tugs, lichters, passenger coasters and so on). Foreign ship-owners also employ Russian plants.

However, plant workload is insufficient to provide their successful performance in the conditions of the modern market. So, the Government of the Russian Federation took some steps to change the situation. At first, ship-building and ship-repair enterprises were joined in four joint-stock companies under the governance of state. The United Shipbuilding Corporation (USC) created under the Decree of the President comprises nearly all industry enterprises with state participation.
