More on Russian ports

Russian river and sea transport ensure about 60% of all cargo and passenger traffic on the domestic scene. Moreover, this way of cargo delivery is the only possible option for some regions (for example, the Extreme North).

The total length of the Russian boundary is approximately 44 thousand km. As of today, there are about 62 sea ports in Russia which annually process over 60% of import/export deliveries. By 2015, the total volume of transshipment at sea ports is expected to reach at least 650 mln. tons. This is provided by the governmental support noted in the Transport Strategy of the Russian Federation for the period until 2030 and the Federal Target Programme for the Retrofitting of the Transport Infrastructure of the Russian Federation (2010-2015).

Since the level of cargo containerization in Russia is much lower than in foreign countries, special attention of the Federal Target Programme is focused on construction of new container terminals.

Sea Ports

The sea ports in the Southern, Far-Eastern and North-Western basins are the key elements of the entire Russian transport system. They, in turn, are the points of entry of Euro-Asian and Pan-European international transport corridors. In the first place, the development will affect ports located at traditional directions of freight traffic and at directions of international transport corridors West-East and North-South. Also the ports of the Northern Sea Route will be concerned.

Thanks to implementation of the programme Renewal of the Commercial Fleet of Russia and the subprogramme Marine Transport of the Federal Target Programme for the Retrofitting of the Transport Infrastructure of the Russian Federation (2002-2010), productive capacity of sea ports grew considerably.

The expansion of transshipment of crude oil and petrochemicals, coal, liquid gas and containers is assumed to move at fast pace. The majority of ports will be equipped with general transshipment terminals for processing package cargoes, metal and so on.

In accordance with the Federal Target Programme, sea ports located on freezing seas will be equipped with linear diesel icebreakers which ensure the ports’ operation in winter.

For 2009, cargo handling at Russian sea ports increased by 9.2%, comparing to 2008. Exported cargo handling increased by 11.9% and imported – decreased by 34.9%. Due to crude oil transit, transit cargo transshipment increased by 14.5%. The coastal freight transshipment increased 1.3 times.

The development of the Russian economy, industrial growth, expansion of external economic ties, transit cargo transportation determine the need for further augmentation of ports’ capacity and cargo traffic redirection from ports of neighboring countries to Russian ports.

The operation of sea ports in Russia is regulated by law On Sea Ports of the Russian Federation consisting of seven chapters and specifying general rules of carrying on business in ports.

River Ports

Rivers play important part in unlocking the Russian transit potential within the framework of the entire system of international transport corridors. For freight traffic by river to be increased, it is necessary to eliminate locations limiting the capacity of the common deep-water system in the European Region of Russia, perform repair and reconstruction of hydraulic facilities.

All Russian inland waterways are distributed between, and are down for state basin authorities for waterways and navigation.

Adoption of the draft law On River Ports of the Russian Federation gives to Russian regions the possibility of construction and development of their own ports. The President of the Russian Federation enacted the corresponding law on November 25, 2008. According to experts, this law is very helpful for the regions located in the international transport corridors.
