The bill On Activities to Support Shipbuilding and Navigation in the Russian Federation is to be prepared for introduced to the State Duma by March, 2010. According to the press-service of the Government of the Russian Federation, this was informed to Vladimir Putin, the Prime Minister of the Russian Federation, by Roman Trotsenko, Chairman of the United Shipbuilding Corporation (OSK). According to Trotsenko, the bill preparation requires a great number of inter-agency efforts with the assistance of the Ministry of Industry and Trade, Ministry of Transportation and OSK. The law provides creation of special shipbuilding zones with dedicated tax and customs regulations, in order to adjust Russian economic conditions with those of China and Korea. It all is referred to construction of large-capacity ships. This measure is supposed to not to decrease or stop tax collection in view of absence of corresponding contracts.
“Let’s take an ice class tanker as an example. Tax losses amount to USD 100 mln. Of course, we have difficulties being competitive. And our objective consists in developing this direction by means of shipbuilding zones,” said Roman Trotsenko.
It is a reminder that Viktor Olersky, Transport Minister Deputy, in his exclusive interview with IAA PortNews informed that the working group of the Ministry of Transportation of the Russian Federation with the assistance of representatives of concerned federal executive bodies and business have already completed the first stage of preparation of the bid of new federal law On Activities to Support Shipbuilding and Navigation in the Russian Federation. Currently, the Ministry of Transportation proceeds with preliminary bid approval with other ministries.
“We will try to convince our colleagues from other authorities of the want for initiatives offered in the area of shipbuilding and navigation,” specified Viktor Olersky.
