On July 28 in the course of the visit of Andrey Kraynev, head of the Federal Agency for Fishery of the Russian Federation, Roman Granatov, vice-speaker of the Kamchatka parliament and chairman of Fisheries, Natural Resources and Agricultural Policy Committee, declared need for expansion of coastal fishery zones at Kamchatka.
“We have prepared numerous declarations and legislative initiatives and submitted them to the Russian Government and the State Duma,” he said, “with the sole purpose to retain such a notion as ‘coastal fishery’ in the main fishing law and to separate it from distant-water or oceanic fishery, being activities aimed at social and economic development of coastal constituent entities of the Russian Federation, for example, Kamchatka with its single-industry structure traditionally based on fishery.” According to vice-speaker, every working place in the fishery sector creates 7–10 accompanying working places in the service, commerce, cultural, educational and health care sectors.
“To keep aquatic bio-resources, heavy-tonnage vessels cannot have access to the coastal zone of the Far East. At the same time small and medium-tonnage vessels should be provided with extra fishing grounds and opportunities to produce aquatic bio-resources in the exclusive economic zone and continental shelf of the Russian Federation. It is the wording used in the instruction of the Chairman of the Government of the Russian Federation, and we support it completely,” Roman Granatov added. Vice-speaker believes such Far Eastern fishing zones as Petropavlovsk-Kamchatskaya, Karaginskaya and Zapadno-Kamchatskaya sub-zones, Kamchasko-Kurilskaya and Zapadno-Beringovomorskaya zones are to be included into the Regulation of the Government of the Russian Federation #886 dated November 26, 2008.
