At the meeting in Khabarovsk Russian Prime Minister Vladimir Putin ordered to work out a federal leasing programme for fishing ship construction.
At the meeting in Khabarovsk Russian Prime Minister Vladimir Putin told Vnesheconombank (VEB) and JSC “United Shipbuilding Corporation” (USC) to work out a federal leasing programme aimed to enhance construction of fishing ships. Head of VEB Vladimir Dmitriev emphasised that the Bank had already tried the leasing scheme in some projects. “Leasing has been used to pass two higher ice class tankers to “Sovkomflot””, Dmitriev specified.
Today industry-related authorities are working out a strategy to enhance fishing ship construction in Russian. According to Andrey Krainiy, head of the Russian Agency on Fishery, fishing vessels used by Russian fishing companies are energy inefficient, our products are not competitive, in particular with Norwegian products. Over 70% of the Russian fishing fleet is overage, adds the Agency and reminds that construction of new vessels must start now because an overwhelming majority of fishing ships will probably retire in the next 5-7 years.
USC is actively negotiating costs and terms of vessel completion and further leasing with leasing and fishing companies, USC press-service informed earlier. To give an example USC has offered favourable leasing terms – with annual interest rate of 2.6% – to build vessels and invited leasing companies to compete. The USC has come to an agreement with ZAO “Dal’spetsleasing” to sell two unfinished fish trawlers (construction to be completed) under project 50010. Head of USC financial department Sergey Chenchikov previously reported that there weren’t many lease requests from shipping companies, at the same time the bids offered to leasing companies in relation to ship construction revealed unwillingness of banks to support ship leasing. “VEB-leasing” remains the only USC partner for today.
