Fishermen Associations Prepare Shipbuilding Proposals

As the website of Marine Industry of Russia Forum previously informed, the President Dmitry Medvedev ordered to make amendments to the Federal Law On Fisheries and Conservation of Aquatic Biological Resources. These amendments are to provide catch quotas assigned to fishing vessels built at Russian shipbuilding enterprises in order to ensure vessel recoupment.

In its address letter to President the Magadan Fishery Association expressed hope for a balanced considered and carefully investigated approach to solving the problem, that eliminates destabilization of legal relations in the fishery.

Mikhail Kotov, president of the association, mentioned that introduction of new quotas will require alteration of the concept of the Law, since quota assignment to vessels and not to participants of legal relations does not fit the existing legal system.

“We share importance and topicality of the task to develop and support the domestic shipbuilding,” Mikhail Kotov says, “however it is not to cancel achievements of the existing assignment scheme for quotas according to which quotas of the catch of aquatic bioresources and fishery plots are assigned to fishermen for a long term”.

Herman Zverev, president of the Alaska Pollack Producer Association, informed that in the nearest time on behalf of the Coordination Council of the fishery unions of the Far East cost estimation and proposals will be submitted that permit to execute the President’s commission without prejudice to fishermen.
