Georgy Boos: the Border Service Should not Rush the Embargo on Entry Operations in Kaliningrad Port

Georgy Boos, Governor of the Kaliningrad Region, offered to set feasible terms of bringing border entry points of Kaliningrad Port in line with new requirements and not to rush the embargo on entry operations at freight terminal wharfs of OOO “Soyuz-TTM”, CJSC “Sodruzhestvo-Soya”, OJSC “Lukoil-Kaliningradmorneft”, CJSC PNK “Rosbunker” and CJSC “BNK”. He also offered OOO “Baltnafta” to carry out customs control at the border entry point “Bassin #3”, Baltyisk. According to the information of the region administration press-service, the Governor’s offer was induced by the embargo of the Border Service of the Federal Security Service of the Russian Federation on passing persons, vehicles, cargoes and goods across the border at freight terminal wharfs of above companies. According to the Border Service, these border entry points do not meet new requirements of the regulations of the Government of the Russian Federation which came into effect in 2008.

Within the framework of the working meeting with heads of regional divisions of the Border and Customs Services as well as of Kaliningrad Port, the Governor declared that the administrative control should not raise barriers in the region’s economy. “Continuous work of the entire port complex is essential for us,” said Georgy Boos.

According to him, “execution of the Border Service’s instructions can adversely affect the social-economic development of the region and even shut down six enterprises”. He also reckons that this can lead to significant losses in the regional and federal budgets. “I would like to lay emphasis that enterprises located in the terminals of the port complex purchase raw materials on the international market. So, these entities need badly regular acceptance and dispatch of cargo, since thousands of work positions are under at risk,” said Georgy Boos.
