The Government Will Consider Devolution of Navigational Hydraulic Structures Security Powers to the Ministry of Transportation of the Russian Federation

At a meeting held on June 3, the Government of the Russian Federation considered amendments to some of its documents (with regard to navigational hydraulic structures (HS) security powers).
The draft regulations were elaborated by the Ministry of Transportation of the Russian Federation for the purpose of specifying an executive body to exercise functions involving state policy formulation and normative regulation in the area of operation and security of navigational hydraulic structures.
According to the Federal Law Concerning Hydraulic Structures Security, the Government of the Russian Federation elaborates and implements state policy in the area of security of navigational hydraulic structures.
In accordance with Statute Concerning the Ministry of Natural Resources and Ecology approved by the regulations of the Government of the Russian Federations #404 dated May 29, 2008, this ministry is entitled to formulate state policy and perform normative regulation in the area of operation and security of navigational hydraulic structures (safe for navigational hydraulic structures).
As a result, currently the legislation of the Russian Federation does not specify an executive body to exercise functions involving state policy formulation and normative regulation in the area of operation and security of navigational hydraulic structures, says the draft explanatory note.
The document suggests that functions involving state policy formulation and normative regulation in the area of operation and security of navigational hydraulic structures be entitled to the Ministry of Transportation of the Russian Federation.
