In 2010, Nevelsk Sea Fishing Port (Sakhalin) to Receive for Reconstruction RUR 2 bln. of Federal Funds

Vladimir Pak, mayor of Nevelsk District, informed IA RZD-Partner.Ru that in 2010, the Nevelsk Sea Fishing Port (Sakhalin) is to receive for reconstruction over RUR 2 bln. of federal funds.

He specified that the port had been included into the Federal Target Programmes (FTP) for Developing of the Transport Infrastructure of the Russian Federation in 2010-2015 and Enhancing the Effective Use and Development of the Resource Potential of the Fisheries Industry in 2009-2013.

Alexander Khoroshavin, Governor of the Sakhalin Region, earlier stated that the programme implementation is to be under the control of Rosrybolovstvo, The Ministry of Economic Development and Trade, and the Ministry of Transportation. These programmes stipulate onshore facilities reconstruction and execution of works in the water area of the port.

According to the data of the Sakhalin branch of FGUP Rosmorport, the project operations on reconstruction of the federal property (the water area of the port and hydraulic engineering structures) of the Nevelsky Sea Port have been finished. These operations were performed by 9 specialized design organizations, Podvodrechstroy being the general contractor.

“Currently, the project undergoes the examination of the General Directorate of State Expert Review of the Russian Federation. Upon confirmation, tenders for execution of works are to be announced,” said the representative of Rosmorport.

According to him, within the framework of the reconstruction, dredging operations in the water area of the port (48 ha) down to 9.3 m and construction of the ship channel (11.4 ha) leading to the port water area are to carried out ensuring the possibility to receive vessels with 7-meter draught. In the course of the dredging operations, almost 1.3 mln. cubic meters of ground are to be excavated. The port is to be equipped with up-to-date radio navigation aids. The total cost of works is to amount RUR 4 bln.

As explained by Vladimir Pak, in addition to the dredging operations, reconstruction of port mooring is to be performed. The corresponding project is being prepared by Rosrybolovstvo.

He also informed that soon non-federal property of the port (warehouses, refrigerators, onsite railways and so on) is to be tendered in Moscow.

“The Government of the Sakhalin Region and Administration of the Nevelsk District try to find investors ready to buy out, and invest into the reconstruction of the non-federal property of the port,” said the mayor. He noticed that there is a dry dock on the territory of the port which can be used for ship repair. And close to the territory, there is also a ship-repair facility standing idle which can be used in the repair of the fishing and transport fleet of Sakhalin.

As previously reported, the property auctions were held more than once. The State Unitary Enterprise (GUP, in Russian) Nevelsk Sea Fishing Port was tendered on August 26, 2008, for the first time. The opening bid amounted RUR 134 mln. Based on the results of the port creditors’ meeting, the port property was tendered in accordance with the federal law on bankruptcy proceedings.

Along with hydraulic engineering structures, it was reported that there were plans regarding upgrade of the refrigerating facility, petroleum storage depot, ship-repair workshops and net-making plants. Since the water area of the port ascended after the earthquake of August 2, 2007, it was also offered to organize a container terminal and survey the fairway. The State Fisheries Committee of the Russian Federation (Goskomrybolovstvo) was to decide on declaring the port area as a special economic zone.

The port was supposed to become the principal fishing port of the Sakhalin Island; along with it, the fisheries exchange in Yuzhno-Sakhalinsk was to be opened. Earlier, the port was one of the largest on the island employing almost 2 thousand people.

Nevelsk residents associate the future of the city with the renewal of the principal city-forming enterprise. Currently, there is not any in Nevelsk.
