New shipyard to be built in Kaliningrad – first one in former Soviet Union

According to the Head of the Federal Fishery Agency of the Russian Federation Andrey Krajny, who visited Kaliningrad in the course of his working trip, the fishing fleet of the country will be enlarged from west.
In the regional government he signed an agreement on cooperation in the framework of the high-performance shipyard construction between the Agency and the region, Vneshtorgbank, a private shipping-industrial company and United Shipbuilding Corporation.
The signing of the agreement had been preceded by a presentation of the business project that should become the driving force for the Russian commercial shipbuilding industry. The estimated cost of the project is 200 million euros. The private shipping-industrial company is willing to invest money in it, while Spanish partners wish to contribute the technology. The project developers assure that they have a stock of orders from ship owners, who the state will assist. As Andrey Krajny said, the owners’ lease payments would be backed by the state firstly by 85 percent and then – in full.
“It is a landmark project. I will do my best to ensure its implementation in Kaliningrad. We are facing the lack of a new fleet. The fleet reduces faster, than fishermen buy second-hand ships”, Andrey Krajny mentioned. “We cannot refer to ourselves as a fishery power being out of new advanced ships. Instead we will be increasingly retained against the coast ”, he added.
According to Kaliningrad Chief Magistrate Sergey Liutarevich, the town is selected as a place of steam ships’ “birth” for a reason. It is geographically accessible – Europe is close by, and economically favorable, taking into consideration the privileged regime of the Kaliningrad special economic zone. A 17.5-hectares channel site has already been explored in the town of Svetly near Kaliningrad. Sergey Liutarevich assured investors, that there wouldn’t be any staff shortage as there is a shipbuilding facility in the town.
The first fishing ship is planned to be laid out at the new shipyard as early as in 2013. The schedule time from design process to launching is 2 years. The ship of a stowage capacity of 1 200 tons of newly caught fish and 210 tons of frozen fish costs 23 million rubles. It is quite comparable to European shipbuilders’ rates.
The Head of the Federal Fishery Agency discussed the topical issues of the local fishing industry and fishing maritime terminal in the course of the meeting with Governor of the region Nikolay Tsukanov and Deputy Plenipotentiary Envoy of President to the Northwestern Federal District Alexander Datsyshin. Andrey Krajny, who had been the general manager of the terminal before he headed the Federal Fishery Agency, visited the port facility to meet the dockers. The maritime terminal used to be one of the largest ports of the country: the work was humming 24 hours a day and ships often moored alongside other ships due to the lack of quay berths. Now the terminal works till 8 p.m. and it is a great occasion if a ship puts in here for unloading.
