Russian Fishermen Shut the Books and Prioritized

On July 27 in Moscow, Annual General Meeting of Members of the National Association of Fishery Enterprises, Entrepreneurs and Exporters (VARPE) was held.

At the meeting, growth achieved in 2009 was explained by implementation of formerly elaborated set of measures to create favorable business conditions.

At the same time, legal rules regulating fleet operation, processing of aquatic bio-resources, fishery resources condition research, taxation environment and other factors negatively affect the industry.

Customs, pricing, credit and tax policy in the national fishery, administrative barriers between fishery production and fishing as well as trade growing from consumers do not contribute to sustainable development of the industry and enhancement of its innovative attractiveness.

According to RIA Fishnews.ru, in the next two years the Association will give special priority to the following:

  • acceptance of amendments to the Fisheries Act with regard to creating conditions of investigation of fishery resources situation;
  • development of various approaches to renewal of the fleet and onshore fish processing facilities (lease, bare board charter with foreign ship owners, joint ship construction and so on);
  • using of end the Governmental Commission for Fisheries Industry Development to draw attention of the Government of the Russian Federation to requirements to fishing fleet construction;
  • monitoring of rulemaking to prevent deterioration of the regulatory environment and slackening of created framework to stabilize industry;
  • development of favorable legal platform for Russian fishermen.

Amendments to the Federal Law Concerning Fishing and Conservation of Aquatic Biological Resources offered by Rosrybolovstvo with regard to construction of fishing vessels at domestic shipyards were subject to criticism.
