Proposed Law on shipbuilding and navigation support awaits final approval

The Ministry of Transport has successfully resolved 23 disagreements with the Federal Executive Authorities on the proposed Law almost without withdrawals. The final approval is expected from the Ministry of Finance which so far refuses to approve zero rate insurance contributions for shipbuilders.

Uncompetitiveness of domestic shipyards is now widely discussed. One of the reasons behind the high-cost shipbuilding in Russia is a heavy tax burden. That is why the idea of the proposed Law that for over 18 months already has been promoted by the Transport Ministry and the Ministry of Industry and Trade is simple – everything must be done to reduce production costs of Russian vessels. Shipbuilding zones and zero rate insurance contributions are aimed at supporting the industry that receives no orders. This is the approach that for example South Korea has chosen and which has proved to be most successful for the country.

The Finance Ministry, however, has a different point of view – if shipbuilders receive a concession, others will also ask for a concession. And they will have the grounds. Social benefits, however, are paid from the State Budget.

We know that the majority of the State Duma deputies and the Federation Council members are ready to exempt shipbuilders from insurance contributions. Everybody understands that Russia needs the fleet sailing under the Russian flag.

By the way, we have succeeded in exempting Russian seamen from paying insurance contributions. Deputy Transport Minister Victor Olersky has persuaded the Finance Minister Sergey Shatalov in the following way. In order for our country to become competitive and keep our flag flying, we should offer our seamen the same conditions as flag-of-convenience countries offer. It is a crucial question where ship owners prefer to register their vessels and to pay taxes. It makes no sense when we calculate future tax revenues without having tax payers.

However, an obvious uncompetitiveness of domestic shipyards is not so obvious for the Ministry of Finance. Probably we should look for other more convincing reasons. The proposed Law on shipbuilding and navigation support was approved by the Government Commission on Legislative-Drafting Activities with a single disagreement with the Finance Ministry. Then it received approval from Deputy Prime Minister Igor Sechin with the following comments: to leave the disagreement for the consideration of the Chairman of the Government.
