The Results of the Implementation of the Subprogramme “Marine Transport” of the FTP for the Retrofitting of the Transport Infrastructure of the Russian Federation

The results of the implementation of the subprogramme “Marine Transport” within the framework of the FTP for the Retrofitting of the Transport Infrastructure of the Russian Federation (2002-2010) were summed up. This was reported to SeaNews in the press-service of Mintrans.

Actual expenditures of 2008 with respect to all fund sources amounted to RUR 92,145.5 mln. or 100.7% of the annual objective of the subprogramme. Of that, federal budget resources amounted to RUR 10,277.4 mln. and extra-budgetary resources – RUR 81,868.1 mln.

Under the project for the railway ferry complex construction in the basin #4 of Baltiysk (the Kaliningrad Region), RUR 263.3 mln. (97.9%) were assigned and exploited.

Under the project for retrofitting of the Kaliningrad Sea Canal entrance breakwaters, RUR 517 mln. (99%) were assigned, RUR 580 mln. were exploited (RUR 63 mln. advance of 2007 was paid off). As of 01/01/2009, the repair works at the Vistula Spit moorage to ensure delivering constructions and materials for retrofitting works at the South breakwater of the Kaliningrad Sea Canal was completed.

Under the project for the automobile-railway ferry complex in the Commercial Sea Port of Ust-Luga (the ferry component), RUR 450.6 mln. were assigned (100%), RUR 473.3 mln. were exploited (RUR 37.2 mln. advance of 2007 was paid off and RUR 14.5 mln. advance was postponed till 2009). In December, 2008, the administration of Kingisepp municipal district issued a permit to use buildings and structures of start-up facilities #1 (PK-1) and #3 (PK-3) of the automobile-railway ferry complex in the Commercial Sea Port of Ust-Luga.

Under the project for construction of the operating water area of start-up transshipment complexes (all-purpose, mineral fertilizers, bulk cargoes and a part of the coal terminal) in the northern part of the Commercial Sea Port of Ust-Luga (the Kingisepp District of the Leningrad Region), RUR 1,454.25 mln. (99%) were assigned and exploited. The operations performed are completion of dredging operations at 14 and 16 m. level, hydrographic and environmental monitoring, and explosive object disposal.

Within the arrangement of the water area of southern and northern parts of the port of Ust-Luga (including operating water area of the container terminal), RUR 963.2 mln. (100%) were assigned and exploited. The operations performed within the formation of water area of southern and northern container terminal) are hydrographic and environmental monitoring, explosive object disposal and payment for negative impact on the environment.

Under the project for the retrofitting of moorages #1-4 and water area and ship channel dredging to develop the coal complex of port of Vysotsk, RUR 1,504.3 mln. (99.9%) were assigned and exploited. The cost of moorage retrofitting operations amounted to RUR 816.2 mln. The retrofitting operations at the Northern and Southern Breakwaters of Vysotsk Sea-Gate were completed, the working committee’s statements on availability for state acceptance commission were signed.

Under the project for the retrofitting of federal objects in the port of Vyborg, RUR 58.6 (100%) were assigned and exploited. The works were performed in two stages: engineering investigations and project design.

Under the project for the Saint-Petersburg Sea Canal retrofitting, RUR 30 mln. were assigned and exploited. Feasibility study of investments for the canal retrofitting were developed. Currently, the papers are under consideration in accordance with the established procedure.

Under the project for construction of the Sea Passenger Terminal at the Vasilievsky Island of Saint-Petersburg, RUR 675.5 (96.7%) were assigned and exploited. In September, 2008, the head of Rosmorrechflot signed permits to commission objects financed from the federal budget. These are the Petrovsky Fairway, the ship channel to the Sea Commercial Port “Passenger Port St. Petersburg”, the harborage area of the Sea Commercial Port “Passenger Port St. Petersburg” (the first start-up facility), the front and rear leading beacons of the ship channel to the Sea Commercial Port “Passenger Port St. Petersburg”. In September, 2008, the first foreign passenger cruiser called the Sea Commercial Port “Passenger Port St. Petersburg”. In December, 2008, the harborage area construction was completed, then so that, the project works to provide approach channels to the sea passenger terminal which is currently under construction were completed.

Under the project for federal objects retrofitting in the port of Vyborg, RUR 400 (100%) were assigned and drawn. In 2008, the operations performed under moorage #39 retrofitting are area planning, bed diving survey, dredging of the operating water area, extension of moorage #39 and piled foundation.

RUR 427.3 mln. (99.9%) were assigned and exploited with regard to federal objects of the sea commercial port. With regard to the transshipment complex for rolling (automobile ferry) and general cargoes in the port of Olya, the operations performed are sheet piling setting, anchor belt, tie and plate assembly, cross beam installation, fender assembly, dredging to build-up the water area of the transshipment complex (40% completed), construction of port motorway (80% completed), crane runaway installation, build-up of the territory within the limits of the federal object, roof slab installation and rail track installation.

With regards to the treatment plants of the first cargo district of the port of Olya, the operations performed are an urban runoff distribution reservoir bed, assemblage of urban runoff distribution reservoir bed foundation framing, earthworks for urban runoff distribution reservoir construction, arrangement of underground passage under the motorway and railway bed, earthworks for collecting pipe laying, waste and domestic water collecting pipe assemblage, treatment plant power supply arrangement.

With regards to moorages # 8 and 9 (container terminal), the operations performed are dredging to build-up the water area, sheet piling setting, anchor belt, tie and plate assembly, moorage pocket filling.

Under the project for retrofitting of the sea commercial port of Shakhtersk (retrofitting of the coal moorage and boot basin protecting structures), RUR 136.3 mln. (100%) were assigned and exploited.

Under the project for federal objects retrofitting in the port of Vyborg, RUR 51.5 (83%) were assigned and exploited. The project documentation for the retrofitting of the long route pier and building of the marine passenger terminal of the Murmansk Commercial Seaport was developed.

Under the project for federal objects retrofitting in the port of Saint-Petersburg, RUR 98.5 (99.7%) were assigned and exploited. The project documentation for retrofitting of moorages #12, 13 and 14, bank protection of the entrance of the Neva gate and the Gutuevsky boot basin, retrofitting of moorages #25, 26 and 28 in the second district, of moorage #94 of FGUP Baltic Basin Rescue Administration and for construction of the icebreaker fleet holding anchorage complex was developed.

Under the project for federal objects retrofitting in the Vostochny Sea Port, RUR 96.9 (100%) were assigned and exploited. The project documentation for construction of protecting structures in the Vostochny Sea Port at the Cape of Kamensky and the feasibility study of investment for construction of new transshipment complexes in the Vostochny Sea Port were developed. .

Under the project for federal objects retrofitting in the Muchka Bay of the Port Vanino, RUR 75.9 (100%) were assigned and exploited. The project documentation for federal objects construction and retrofitting was developed.

Under the project for federal objects retrofitting in the Port Vanino, RUR 55 (100%) were assigned and exploited. The project documentation for retrofitting of moorage #8 and moorages #5 and 6 and pier #1 of the Port Vanino was developed.

Under the project for cargo district arrangement in the Port of Sochi including the coastal infrastructure in the mouth of river Mzymta with further reorientation to the yachting infrastructure, RUR 720 mln. (100%) were assigned and RUR 582 mln. (RUR 192 mln. advance postponed till 2009) were exploited.

Under the project for cargo district arrangement in the Port of Sochi including the coastal infrastructure in the mouth of river Psou (design works), RUR 49.7 mln. were assigned and exploited.

Under the project for retrofitting and construction of 15 sea terminals of the Sea Port of Sochi including arrangement of the coastal infrastructure to recover local passenger sea routes (Imeretinka, South cultures, Adler, Kurgorodok, Kudepsta, Khosta, Matsesta, Kurpark, New Sochi, Mamayka, Dagomys, Loo, Vardane, Lazarevskoe, Ashe) (design works), RUR 100 mln. (100%) were assigned and exploited. In September, 2008, the object engineering investigations and the first design stage of hydraulic technical objects qualified as federal property were completed. The first design stage was transmitted for customer review and approval.

Under the project for retrofitting of the Port of Sochi including the coastal infrastructure to organize an international marine passenger and cruise travel center (design works), RUR 100 mln. (100%) were assigned and exploited. The engineering investigations, mathematical modeling for making layout designs and construction solutions of the protecting structures, the cruising passengers processing technologies and construction solutions of hydraulic structures were completed. The first design stage was completed and transmitted for customer review and approval.

Under the project for federal objects retrofitting of the fisheries complex in the Nevelsk Seaport (design works), RUR 15 (100%) were assigned and exploited. The development of the project documentation for reconstruction of federal objects of the fisheries complex in the Nevelsk Seaport began.

Under the project for development of the Commercial Sea Port of Ust-Luga (design works), RUR 40 mln. (100%) were assigned and exploited. The development of the project documentation for construction of the auxiliary fleet base and marine services production building of the port Ust-Luga began.

Under the project for construction of a new port at the Black Sea (design works), RUR 31.4 mln. (98%) were assigned and exploited. The design works were completed.

Under the project for construction of a deep-water port at Baltiysk (design works), RUR 80.1 mln. (100%) were assigned and exploited. The design works were completed.
Under the project for construction of automobile and passenger ferries on the route Ust-Luga – Baltiysk (design works), RUR 86.8 mln. (100%) were assigned and exploited. The project terms of reference and contractual documentation were developed.

Under the project for construction of a 25 MW linear diesel icebreaker (design works), RUR 224.2 mln. (100%) were assigned and exploited. The project terms of reference were developed.

Under the project for construction of a nuclear-powered icebreaker (engineering design), RUR 542.2 mln. (100%) were assigned and exploited. The list of main operations executed comprises: ship theory, power plant, facilities and hull calculations; general, hull, mechanical and electro-technical engineering; working-out of all-purpose nuclear-powered icebreaker hull shape options; experimental studies in cavitation, ice, seaworthiness and shallow-water basins with final hull shape; reactor installation design study; facilities and equipment design study; ship service system design; propeller screw design; working-out of composite material availability for the icebreaker deck erection; icebreaker interiors design; ship-room equipment layout drawings; electro-technical diagrams.

Under the project for construction of two linear diesel-electric icebreakers with 2×8 MW full-circle steerable propellers to be operated in the Gulf of Finland, RUR 380 mln. (100%) were assigned and drawn. The State commission accepted the first icebreaker.
