Russian Deputy Minister of Transport Viktor Olersky took part at the General Meeting of the Union of Russian Ship Owners (SOROSS)

Russian Deputy Minister of Transport Viktor Olersky participated in the General Meeting of the Union of Russian Ship Owners (SOROSS) which was held on 28 January 2011.
In his speech Viktor Olersky told the audience about the Transport Ministry’s legislative-drafting activities in the field of marine transport in 2010 and about the Ministry’s plans for 2011, reads the statement of the Ministry of Transport.
In 2010 the Ministry of Transport prepared 126 regulatory acts, 101 of which were enacted. In 2010 the establishment of sea ports’ borders was nearly completed. For today 58 out of 64 ports have fixed borders. Last year we started an approval process for the compulsory regulations on sea ports. The main idea of the document according to Viktor Olersky is “to avoid subjective decision making”.
The Russian Government is considering a draft law “On amendments to some of the Russian regulatory acts with regard to the state regulation of navigation in the Northern Sea Route”. Viktor Olersky noted that SOROSS had taken an active part in preparation and approval of the draft law on the Northern Sea Route. He expressed hopes that the draft law would be submitted to the State Duma in 1-1.5 months and enacted by the summer.
In 2010 we initiated promotion of a draft law “On amendments to some of the Russian regulatory acts in connection with the implementation of support measures for the Russian shipbuilding and navigation”. This work will continue in 2011.
In 2010 the Ministry of Transport undertook another important project to prepare a Decree on amendments to the standard vessel registration procedure at border checkpoints. The Decree was approved by the related government bodies except for the Ministry of Justice, which stated that the Ministry of Transport had acted in excess of its jurisdiction. Viktor Olersky said that a conciliation meeting would be held in the near future, and the disagreement would hopefully be eliminated.
